Fit-Out in Dubai: What the Scope Actually Includes
Fit-out is the most overloaded word in Dubai construction. Two contractors can quote the same building and mean genuinely different scopes. Here is the vocabulary, and the exclusions to look for.

When a Dubai landlord says the unit is shell and core and a contractor quotes a fit-out, those two words can describe anything from a coat of paint to building everything above the concrete. Getting the vocabulary straight is the cheapest risk management available on the project.
The four scope levels

In Dubai's residential market the same ladder applies under different names. A handover-standard apartment from a major developer is roughly Cat A: functional but generic. A luxury fit-out replaces almost all of it, which is why the good work often starts with removing new material.
What sits inside a residential fit-out contract
- Demolition and protectionstrip-out, waste removal, protection of retained finishes, and building access coordination.
- Civil and blockworknew partitions, openings, screeds, waterproofing to wet areas.
- MEP alterationslighting circuits, distribution board changes, HVAC re-routing and rebalancing, plumbing and drainage moves.

What is usually excluded, and worth checking
Read the exclusions page before the price. These items appear outside scope more often than clients expect:
- Authority and NOC fees, and the consultant fees behind structural or fire submissions
- Loose furniture, art, rugs, styling and window dressing
- White goods and specialist appliances, particularly imported kitchen equipment
- Landscape, irrigation and external lighting beyond the building line
- Post-handover automation reprogramming and content services
- Building access charges, hoisting, out-of-hours permits and OA deposits
Why sequence matters more than scope
A fit-out is a sequence problem. Substrates must be right before stone; stone must be set before joinery scribes to it; joinery must be in before final MEP terminations; automation is commissioned last and needs everything else working. Skip a step to save a week and you pay for it twice at the end.
This is why the trade mix of your contractor is not an abstract concern. When stone, joinery and MEP belong to different companies, the sequence depends on three calendars aligning. When they belong to one, the sequence is a management decision.
Fit-out versus renovation versus refurbishment
Loosely: fit-out builds interiors into a space that has never been occupied or has been stripped back. Renovation alters and upgrades an occupied or previously occupied property, usually including layout change. Refurbishment renews finishes and services without meaningful layout change. Contractually the distinction matters because renovation and refurbishment carry survey and unknown-condition risk that a bare shell does not.
Choosing the right scope level for your project
If you are buying an off-plan apartment for your own use, a Cat B fit-out planned before handover is the efficient path, you can often coordinate with the developer's snagging window and avoid replacing brand-new finishes twice. For a villa you already live in, phasing matters more than scope level: an occupied renovation needs a sequence that keeps one wing habitable, and that constraint should be in the programme from day one rather than discovered in month three.
