Restaurant and Retail Fit-Out in Dubai: Approvals and Programme
On a commercial fit-out the opening date is the whole project. Everything that threatens it is either an approval or a landlord condition, and both are knowable on day one.

A restaurant paying rent on a unit it cannot open is losing money in a way a delayed villa never does. That single fact should shape how a commercial fit-out in Dubai is planned: backwards from the opening date, through the approvals that gate it, to the design decisions that determine whether those approvals are straightforward.
The approvals that set your date
- Trade licence and activity approvalthe permitted activity must match what you intend to build. Kitchen type, alcohol service and shisha all change the requirements.
- Landlord / mall design approvalmall operators run their own tenant coordination process with design guidelines, submission stages and appointed-contractor lists. Allow four to eight weeks and expect at least one revision cycle.
- Dubai Municipality Food Safetyfor any food operation. Layout-driven: separation of raw and cooked, handwash positions, staff facilities, waste routing, finishes specification. It shapes the plan, so submit early.
- Civil Defencesprinklers, detection, emergency lighting, escape routes, kitchen hood suppression and gas systems. Non-negotiable and not fast.
- Building modification permitDubai Municipality, DDA or the relevant free zone authority.
- DEWAload increase for commercial kitchens is substantial and the application should be among the first submitted.
- Signage and façade approvalseparate from the fit-out permit and routinely forgotten until the end.
Where mall fit-outs differ
- Night working. Most Dubai malls restrict works to overnight hours in trading areas. Productivity per calendar week drops sharply, plan the programme on real working hours, not nominal ones.
- Hoarding standards. Operators specify hoarding design, graphics and maintenance. It is a cost and an approval item.
- Appointed contractor lists. Many malls require contractors from their own approved list. Verify before design, not after.
- Deliveries and lift access. Booked, limited, and often the real constraint on stone and joinery delivery.
- Snagging by the operator. Tenant coordination inspects and signs off before you can open. Build that inspection into the programme.
Indicative costs
| Type | AED / sq ft | Main cost driver |
|---|---|---|
| Café / grab-and-go | 350 to 550 | Counter joinery, light kitchen |
| Casual restaurant | 450 to 750 | Kitchen equipment, MEP, extract |
| Fine dining | 750 to 1,500 | Finishes, acoustics, lighting, bar |
| Retail, standard | 250 to 450 | Shopfront, fixtures, lighting |
| Retail, luxury / flagship | 500 to 1,200 | Stone, joinery, façade, lighting |
| Clinic | 450 to 950 | Medical MEP, DHA compliance, gases |
| Office | 220 to 480 | Density, meeting rooms, AV |
On F&B, kitchen equipment and MEP frequently exceed the front-of-house finishes budget, and that surprises first-time operators. Extract, make-up air, grease management and gas are engineering problems with real space requirements, resolve them before the seating plan is fixed.
A realistic commercial programme
| Stage | Duration |
|---|---|
| Concept & landlord submission | 3 to 6 weeks |
| Landlord approval cycle | 4 to 8 weeks |
| Technical drawings & authority submission | 3 to 5 weeks |
| Authority approvals (parallel where possible) | 4 to 8 weeks |
| Site works | 8 to 20 weeks |
| Kitchen commissioning & inspections | 2 to 4 weeks |
| Operator snagging & opening permits | 1 to 3 weeks |
Total: roughly five to eleven months from appointment to opening for a restaurant, three to seven for standard retail. Anyone promising materially less is either skipping an approval or has not read the landlord's guidelines.
How to protect the opening date
- Submit for every approval you can in parallel, and keep a tracker with reference numbers and expected dates.
- Order long-lead kitchen equipment and stone on layout freeze, not on drawing completion.
- Fix the menu and the kitchen equipment schedule before the kitchen is drawn. Menu changes are layout changes.
- Appoint a contractor already on the landlord's list and already known to the authorities for your building type.
- Build a two-week float before the soft-opening date and defend it, do not spend it on scope.
- Get the operations team on site during commissioning so training runs concurrently with snagging.
The commercial fit-out mistakes that recur
Signing the lease before checking the unit's MEP capacity, particularly extract routing and electrical load, is the expensive one; some units simply cannot host a full kitchen without works the landlord will not permit. After that: designing before reading the tenant guidelines, treating food safety as a paperwork exercise, underestimating night-work productivity loss, and leaving signage approval until the end. All five are avoidable in week one, and all five are common in month five.
Frequently asked
How long does a restaurant fit-out take in Dubai?
Five to eleven months from appointment to opening, of which only eight to twenty weeks is site work. Landlord approval cycles and authority approvals account for most of the remainder.
What approvals does a Dubai restaurant fit-out need?
Trade licence activity approval, landlord or mall design approval, Dubai Municipality Food Safety, Civil Defence, a building modification permit, DEWA load approval, and separate signage approval.
How much does a restaurant fit-out cost per square foot in Dubai?
AED 350 to 550 for a café, 450 to 750 for casual dining, and 750 to 1,500 for fine dining. Kitchen equipment and MEP often exceed the front-of-house finishes budget.
Can I use any contractor for a mall fit-out?
Usually not. Most Dubai mall operators require contractors from their own approved list and run a formal tenant coordination process. Confirm eligibility before design work starts.
