Renovation in Dubai: Cost, Timeline and Approvals Explained
Renovation in Dubai is rarely delayed by construction. It is delayed by approvals, by material lead times, and by decisions taken too late. This guide maps all three so you can plan around them.

Most people planning a renovation in Dubai start with a cost question and discover that the honest answer depends on a dozen decisions they have not made yet. So this guide runs in the order a project actually runs: what you are allowed to do, what it costs, how long it takes, and where the time goes missing.
First: what your property lets you change
Before scope, before budget, establish your constraints. In Dubai they come from the community, not just the building code.
- Freehold villa in a master community (Emirates Hills, Al Barari, Jumeirah Golf Estates, Nakheel communities), the developer's NOC governs external changes, extensions, pools, boundary walls and even working hours.
- Apartment or penthousethe owners' association and building management control wet-area changes, riser access, façade and any structural alteration. Most towers also restrict works during summer peak or high-occupancy periods.
- Hotel-branded or serviced residenceexpect an operator design guideline in addition to the building rules.
- Free zone or special jurisdiction (DIFC, Dubai South, DDA areas), the authority replaces Dubai Municipality as the approving body, with its own drawing standards.
Structural alterations, removing a wall, cutting a slab for a staircase or lift, adding a floor, always need an engineering submission and a structural consultant's stamp. Cosmetic refurbishment of finishes, joinery and services within existing layouts is far lighter procedurally.
What renovation costs in Dubai
Ranges below are indicative all-in figures per square foot of treated area, covering demolition, finishes, joinery, MEP alterations, and management. They assume a licensed contractor working to drawings, not a handyman rate.
| Scope | Indicative AED / sq ft | Notes |
|---|---|---|
| Cosmetic refresh | 150 to 320 | Paint, flooring, light fixtures, minor joinery. No services moved. |
| Full apartment renovation | 350 to 750 | New kitchen and bathrooms, MEP alterations, bespoke joinery. |
| Full villa renovation | 450 to 1,100 | Layout changes, new services, stone, joinery, automation. |
| Ultra-prime / structural | 1,100 to 2,500+ | Extensions, imported stone, specialist glazing, full home automation. |
| Restaurant or clinic | 400 to 900 | Driven by MEP, kitchen or medical equipment and DM approvals. |
A realistic timeline
The construction period is the part everyone estimates well. The two ends are where projects slip.
| Stage | Duration | What actually holds it up |
|---|---|---|
| Brief & survey | 1 to 2 weeks | Access to the property; getting existing drawings from the developer |
| Concept design | 3 to 5 weeks | Client decision cycles, not drawing time |
| Technical drawings | 3 to 6 weeks | Structural or MEP consultant input |
| Authority approvals | 3 to 10 weeks | Community NOC first, then DM/DDA. Sequential, not parallel |
| Procurement | 4 to 12 weeks | Imported stone and specialist hardware; runs alongside site works |
| Site works | 10 to 36 weeks | Scope size; variation decisions taken mid-build |
| Commissioning & snagging | 2 to 5 weeks | Automation programming; access for final testing |
The approvals you will actually need
- Community or building NOCalways first. Nothing else can be submitted without it, and it is the most common source of a four-to-six-week surprise.
- Building modification permitDubai Municipality, DDA or the relevant free-zone authority, based on stamped drawings.
- Structural approvalwhere load paths, slabs or openings change.
- DEWA approvalsfor load increases, new distribution boards or relocated meters.
- Civil Defence approvalfor fire systems, sprinkler alterations, or any change of use.
- Food safety / health approvalsrestaurants and clinics only, and worth starting on day one because they shape the layout.
Fees vary by scope and authority; on a private villa they typically land in the low tens of thousands of dirhams in total. The cost is not the issue, the sequence is. Approvals are largely sequential, so a fortnight lost at the NOC stage is a fortnight lost on the whole programme.
Where Dubai renovations lose time
- Late material selection. Imported stone and specialist hardware run 6 to 12 weeks. If slabs are chosen after demolition, the site waits.
- Summer working restrictions. Midday break rules and community noise windows compress productive hours between June and September.
- Ramadan and holiday periods. Shorter working days and slower authority turnaround, plan around them rather than through them.
- Mid-build changes. A layout change after MEP first fix is not one change; it is a redrawing, a re-approval and a rework.
- Undiscovered conditions. Older Jumeirah and Umm Suqeim villas routinely hide undocumented services and waterproofing failures. A survey before pricing is cheaper than a variation after demolition.
How to protect the budget
Three habits do most of the work. Lock the material schedule before site start, so pricing is against real specification rather than allowances. Keep a genuine contingency of 8 to 12% and do not spend it on scope creep. And insist that every variation is priced and signed before it is built, a variation log settled at the end is a negotiation you will lose.
Beyond that, choose a contractor whose programme names the approval milestones and whose exclusions page is short. Both tell you they have thought about your project rather than repriced their last one.
Frequently asked
How much does it cost to renovate a villa in Dubai?
For a full villa renovation to a high standard, indicative all-in costs run AED 450 to 1,100 per square foot, rising above AED 1,100 where imported stone, structural changes or full home automation are involved. Cosmetic refreshes start nearer AED 150 to 320 per square foot.
Do I need permission to renovate my apartment in Dubai?
Yes. You need an NOC from the building's owners' association or management, and a modification permit from Dubai Municipality or the relevant authority for anything touching structure, wet areas or building services. Purely cosmetic works still normally require a building NOC and a registered contractor.
How long does a renovation take in Dubai?
An apartment renovation typically runs 3 to 6 months from brief to handover; a full villa renovation 8 to 14 months. Roughly a quarter of that is design and approvals, which is why starting the NOC process early matters more than accelerating site works.
What is the biggest cause of renovation delays in Dubai?
Approvals and material lead times, in that order. Community NOCs are sequential and can take four to six weeks on their own, and imported stone or specialist hardware routinely runs 6 to 12 weeks from order to site.
